Climate Security is National Security.  This conference will examine how climate change threatens national security and what we, as security professionals, should be doing now:

  • Climate Science is Clear: the Earth is warming
Scientists agree that humans are causing climate change. And no security professional would wait until they had 100% certainty before acting to mitigate a threat
  • Climate Change Threatens America’s National Security
by acting as an “Accelerant of Instability” or a “Threat Multiplier” that makes already existing problems worse
  • Climate Change Threatens U.S. Homeland Security
America’s infrastructure, food production, transportation network, and American lives are at risk
  • Climate Security Report: Climate Change & the Homeland
  • Reduce Threats=Reduce Greenhouse Gas Emissions
To reduce climate risk, the U.S. government, and governments around the world, must take immediate action to reduce greenhouse gas emissions
  • How the Clean Power Plan Reduced Risk and Built Resiliency
  • Climate Security is a National Issue
The American Security Project has discussed the threats of climate change with audiences around the nation.

Our call for speakers has issued. If you want to speak, here are resources to help you to develop your topic.

Session 1.1: 9:00 – 10:00 Meet Bruce Klafter
Bruce Klafter, Vice President, Corporate Social & Environmental Responsibility at Flex
The Earth is warming

1-1: Session Description: Climate Change and Risk Management

  • The enormity of climate change makes it an enterprise risk as opposed to strictly an environmental matter.
  • A key to assessing an enterprise-wide risk is integration with the rest of the business.
  • Companies are utilizing a framework known as “TCFD”, Task Force on Climate-Related Disclosure.  TCFD includes consideration of governance, strategy, controls, and metrics.
  • Many companies are also able to utilize this process to identify opportunities for new revenue and profitability, e.g. lean operations and energy efficiency, energy procurement, water management, development of products and services that help other companies do the same.
  • Intangible benefits can also be realized, e.g. employee attraction and retention as the enterprise’s “purpose” becomes clearer.

Bruce Klafter is a respected leader in sustainability, environmental, health and safety (EH&S) and corporate responsibility circles. He joined Flex, a socially-responsible, global leader in design, manufacturing, distribution and aftermarket services, to provide strategic direction to the Company’s social and environmental responsibility initiatives. A highly effective communicator and team leader, Bruce continues to lend his expertise to numerous industry and professional development efforts. Prior to joining the technology sector, Bruce had a distinguished legal career in public and private practice, specializing in environmental and natural resources law.

Specialties: EH&S management; Sustainability and corporate responsibility; environmental law; corporate carbon accounting; sustainable supply chains; sustainability reporting; risk management; strategy; communication.

Session 1:5 2:00-3:00 Meet Charles Brucker

A Choice – Sacrifice Low-Lying Island Nations or Climate Engineering

Charlie Brucker is a full-time Math and Computer Science teacher at Mission San Jose High School in Fremont, CA, one of the top STEM schools in the country. He has built a parallel track on climate science into his curriculum and enjoys speaking on climate engineering at universities around the nation while traveling.

Prior to teaching, he researched and developed materials and fabrication processes for magnetic tape and disk information storage and retrieval at Xerox Corporation, Eastman Kodak, and Seagate Technology.  He holds a Ph.D. in Engineering Physics from Cornell University and has authored about 70 technical publications and 12 US patents.  He lives in Pleasanton, CA, with his wife, son, and daughter, and two dogs, two cats, two tortoises, bunny, and chicken.
1-5 Session Description: Deliberate climate engineering to counter warming due to inadvertent climate engineering – the burning of fossil fuels – is prominent in recent IPCC and UN Climate reports.  The loss of low-lying island nations cannot be averted by CO2 mitigation alone.  To say it is “possible” to cool the planet is a gross understatement.   Specialized aircraft could deploy a sunshade of reflective particles into the upper atmosphere to backscatter a tiny fraction of incoming sunlight in a few years, for the price of a Hollywood blockbuster.  What solar climate engineering is and is not is the focus of this science-based discussion.
